U.S. District Court Judge Harry L. Hupp, who as a Superior Court judge in the 1970s reformed the way city police treat homeless drunks, died Jan. 26, after suffering a massive stroke. He was 74. After Robert Sundance, who had been arrested hundreds of times for public drunkenness, sued the city to demand better treatment, Judge Hupp ruled that those arrested on Skid Row should be treated the same as others arrested for misdemeanor crimes. Police had previously transported those arrested for public drunkenness in vans with steel compartments then left them in large cells until they were sober. Judge Hupp ruled they should receive medical screening, be given beds and decent food, and be transported in vans with padded compartments. He later made other rulings on treatment of criminals, ordering the police department to provide suspects with daily showers and recreation facilities. Judge Hupp was named to the Superior Court by then-Gov. Ronald Reagan in 1972, and appointed !
to the U.S. District Court by then-President Reagan in 1984.
Born in California, he served in the state National Guard before earning his bachelor ' s and law degrees from Stanford University.
