I had some other thoughts...
Call the Lowell city clerks office. They should be able to look it up for you, and I understand that they are pretty helpful. http://www.lowellma.gov/depts/clerk/faq#whatvitalrecords
Or, you can contact the Archives directly. They do accept simple research requests, but they can get pretty backlogged. http://www.sec.state.ma.us/arc/arcres/residx.htm#duplicate
I'll continue to monitor NEHGS to see if they can fix the link. (They haven't yet.)
