This morning at our genealogy study group meeting I was asked if the early
emigrants from Germany to Russia included Jewish people. Being new to this
research, my response to the question was to say "I do not know but I will
ask other researchers".

Did Catherine the Great permit Jewish people to be included in the those to
came to the Volga area of Russia during the early years of that migration?
