Hi Carla,
I am not an expert on pastors and certificates, but from my research, most
pastors were able to sign certificates until the Russian Revolution worked
its way into the Volga region after 1917.
By 1922, the Reds (Communists) had control of most of Russia, and many
raiding parties stole and destroyed property within German villages.
Villagers were shot at random; others were exiled to Siberia.
This destructive pattern continued right into WW II as most ethnic Germans
were dispatched to Siberian provinces by 1943.
In all this crushing of Germans within Russia, pastors fared no better, and
probably worse.
