A bit more complex actually.

You can generate for free a PDF from the adobe site. This is
limited to 3 freebies (not sure if 3 daily or 3 until you
clean your cookies). This is from an MS Office file, i.e.
a Word text or compatible and I think you can put links inside
the file, i.e. jump from one family to another (but I am not
sure).

You can purchase the many commercial packages from adobe.

You can install some free softwares that will generate a pdf
file from computer output. Something like a postscript driver
and ghostscript. And yes, there is a Windows version. In this
case, the PDF file is the printer output. This means all pages
have the same size and there are no hyperlinks.

Finally, there are probably other softwares that have a PDF
output, not sure if this exists in genealogy softwares.
