I have understood that the Ellis Island project will fire up after the
CWSS project finishes and is in operation. The NPS has only so many $$
per year and can pay for only one project at a time, after all. (Not to
mention, there are only Y-thousands of volunteers -- all busy with
CWSS.)

Nor did the people whose names are on that Wall necessarily use Ellis
Island. Many of the members of the DAR paid to have their DAR
ancestor's name put up. At least one genealogist in California had
their Spanish Conquistadore ancestor put up (or so I'm told).
