If it is a photocopy, the answer is yes. If it is a transcript copy, it
could be merely because the original is too poor to photocopy, or it could
be one where amendments have been made which are not normally released to a
"casual" request. In Scotland (and AFAIR for some of the same instances
in England) the omitted details may concern illegitimacy, adoption,
vaccination notes or corrected errors.
