WITHOUT having your level of knowledge, isn't this because they simply don't
pay the salaries in government and public service that private industry and
commerce does to get the best people?
I am convinced this is why local councils also are so unbelievably bumbling and
inefficient. It's called the "peanuts and monkeys" syndrome.
