A man had one parish in which he was entitled to poor relief - this was
his settlement parish, All Saints in this case. . His wife and family
took their settlement from he. Joseph had run for it, leaving the family
desitute, and in St Andrews, where he was not settled. The authorities
got an order from the magistrates (the Mayor sitting as chaiurman ex
officio) to remove the family to Saints. All Saints presumably appealed
and said Joseph was not one of theirs/ This tended to be an automatic
reaction if there was half a hope of shifting the financial burden. The
appeal would be investigated and heard at the next session in 3 months
time.
However, it sounds as if they realised it would not work - or maybe
Joseph came home, which he needed to do if he was not to be imprisoned
for leaving his family chargeable. If he did, and could provide for
them, the case would be dropped - until next time.
