As usual with GB, there's more than one way to accomplish what you want.
You can find people with non-blank note fields via a Search: On the
Notes tab, select "Note for: Event." Put an asterisk (represents any
text) in the "Containing text:" field. This will produce a list of
individuals with non-blank event notes, which can then be saved.

Or you can produce a report with that information: Report > Events >
Content > Selected fields = General Note OR Research Note (have to
produce separate reports for each), Primary, and any other fields you
wish. The General or Research Note field has to be filtered with a *,
otherwise you'll get a list of all events.

Some sort fields are operational in reports and some aren't.
