I don't know why that mystifies you. If you look at the Genbox download
page, you can see that Bill creates versions specifically for Win98, so
obviously it's supposed to work in Win98.

Not if you've done all the upgrading available for Win98.

Arcane problems should be brought to Bill's (the developer's) attention.
He can probably provide more help than anyone else.

So this has nothing to do with GB and everything to do with IE. As
Denise pointed out, .chm files operate using MS Internet Explorer. Do
you have IE installed, along with all the upgrades for that? If
upgrading IE fails, you might try looking at the following Microsoft
Support pages:
