I've never encountered any software that uses this mechanism and I've looked
at a fair number of GEDCOM packages. Google finds no instance of files
using this syntax in the wild.

The GEDCOM specification itself says "This usage is not common and,
therefore, not encouraged. It should only be used when a system has
over-structured its place-names." Additionally, like many other things in
the specification, it's so underspecified as to be useless. For example,
how do you tell what language these "jurisdictional entitities" are given
in.
