Not necessarily, Cheri. A higher or more general source can be cited
generally in a number of circumstances, including citing a source as
negative evidence or including a general source in a general discussion
of sources related to a particular issue. I think Paul made the same
point you do several months ago, but I don't think it's accurate. What
it IS is another example of something being too complicated by half.
Write a manual. Improve the interface. Simplify the search function.
Build the base.
