Hi Julia,
I have this fixed in 3.1.6.
For notes stored in the database, UNICODE characters with codes greater
than 127 are stored in the format "\uxxxx?", where "xxxx" is the numeric
code. Version 3.1.5 would export and import notes with this encoding,
but other programs probably can't decode them.
For a GEDCOM export in version 3.1.6, this formatting is replaced with
the equivalent UNICODE character when the character set is set to
UNICODE or UTF-8, or with the equivalent ANSEL character(s) when that
character set is chosen. This will make exported notes transfer better
to other programs.

Does any kind soul know why various characters such as £ do not export
correctly, no matter what gedcom option I use. It shows up as expected
in any of the Genbox fields, so I'm assuming my Windows settings are
okay. I think this is also happening with some other characters, such as
/ ,but haven't yet investigated them fully.
What I am getting instead is "\u163?" (without the quotes)for the £
symbol.
