Just got lucky, mostly. I found a Windows 95 system that had the problem.
Thinking about your comments that the dividing lines were moving, and now
seeing that ONLY the lines were moving and not the column contents, I
remembered there was a system option for updating windows during resizing
somewhere...

Being able to duplicate the problem, I could track it down in the code.

I now have column resizing working in 3.1 regardless of the choice for this
windows setting.
