Looking on the 1911 census he was actually James Cornwell and he lived in
Grover Street.

I am trying to place 'Gowers Street' as it isn't one I've heard of and it's
location may be relevant to the job. I have looked on old-maps.co.uk for the
nearest maps to 1911 available (1898 and 1922) and can't find the road,
which doesn't mean it didn't exist.
As you can see from others on the list there are several options, although
Southend's reputation as a spa probably ceased back in the 1700s.
There were bathing machines on the western side of the Pier in the 1800s.
Prittlewell is only a short walk (well it would have been in 1911!)
There were slipper baths in several key locations around Southend and some
still existed late into the 20th century, but I can't find any information
about when the local authority built them. One on the corner of Lifstan Way
and Southchurch Road was still in use in the 1970s until most of the houses
in the area (mainly 2-up, 2-down) had bathrooms added.
My money is on George being employed by the local authority in either
slipper baths or swimming pools.
