I had a similar problem in Finchingfield in the 1700's trying to trace a
baptism and parents without success. The only conclusion I could eventually
reach was that in this particular case the individual was never baptised. It
took 18 years before I discovered this individuals original marriage license
at the ERO, (he was married twice). Attached to the marriage license was an
allegation of age by the mother, (a widow) giving consent to her under age
(19) sons marriage. The mothers name on the allegation eventually
established his parents and from this I could deduce that the father who I
already had in my tree died shortly after his sons birth. This is probably
why he never baptised.

The moral of the story being that not everyone was baptised. If your Phoebe
Perry married as a minor then there is still an outside chance there will be
an allegation as to age for a parent attached to her marriage license
providing it still exists at the ERO.
