I did have a look at this yesterday but the road was listed as Parkway on
the 1921 survey map so no real clue there. We can speculate - it could be
that the road was known locally as Parkway Gardens simply because all the
surrounding roads were 'Gardens' or that the name referred to either a house
as suggested or a row of terraces - a local directory of the time might
help. The other possibility is that it refers to another road entirely which
has since been renamed - again a contemporary local directory would help

Have you tried looking on http://www.old-maps.co.uk/?

From a quick look South Park, Ilford shows clearly from the late 1800s
onwards.

And just a though, could given that the address is Parkway Gardens,
South Park, Ilford could this actually be a house on the edge of the
park, not a street name?
