I am following your suggestions with great interest.
Yes, it does look like "Liews Eppinge in the Countie of Herford".
No matter about the county as the clerk probably thought that Epping was in Herts or it was merely a slip of the pen.
Problem is that the writers exuberant flourishes and capitals flow across adjacent words making them hard to read.
