If you google for "Tilegate House" Harlow, you will find it is a sheltered
housing/retirement housing complex, managed by Harlow District Council, but
appears not to have resident staff.

The informant could be a staff member at Harlow Council with responsibility
for registering deaths, who may never have met Mrs Wilkins.
