The following information is from the parish records of Little Sampford which are difficult to read in places with some information being laid out sideways. Some pages in the middle of this information contain dates as far apart as 1563-1932 just to confuse things. It's questionable if the surmane might have originally been Turner. As yet I have found no marriage between James Tanner & Ann who at the moment appear to be your John Tannars parents. I have yet to locate your Williams baptism but it does not appear to have been in 1820 in Little Sampford.
