I finally figured out the freeBMD site. Surprised myself and found lots of information. I guess you can teach an old dog new tricks. :)

Do you think the parish church in Witham has records of the Skinner family that lived there in 1799?

Yes, it was dreadful. Our whole parish was destroyed. Everyone lost everything. I've since relocated as well as much of my
family.

http://www.gro.gov.uk/gro/content
Then click on "ordering certificates online"
If this link doesn't work you can put "pro" into google & it will take you there if you click on "birth marriage & death" then "after 1837" & "general record office website"

Do double-check the references I found on Free BMD first, if you get those wrong they won't find it & will charge you part of the fee.
Sorry you lost your research in the hurricane, must have been awful.
