I`d be interested to know if there is an 1831 census for Chelmsford.
Does anyone know.

There is an 1831 census surviving for Steeple Bumpstead, if you are lucky
enough
to have ancestors from there. The website, www.essexvillages.net, is now in
a
state of disrepair but you should be able to find a running version if you
use
the wayback machine (http://www.archive.org/web/web.php).
