It all depends on the company testing the memorial headstones.(Topple
testing as its known in some circles) Its all part of Cemetery and
Churchyard Risk Assessment.
The company our local council (not in Essex)is employing (Memsafe) do not
lay down headstones. They support them with a post and a non obstrusive
tape. No black and yellow banding!! So no problem with reading inscriptions.
You would need to check who is doing the work. Whoever it is needs to be
very careful and handle everything sympathetically as it can cause great
upset

My personal interest is that I have relatives, and possible relatives buried
at All Saints, Dovercourt. When we visited recently, I must say the worst
hazard we found was the sinking down of the far sections of the graveyard -
we had to give up searching as you really needed heavy boots to avoid a
broken ankle. Nobody's fault, of course.
