There are a couple of places in Norfolk. Burnham Thorpe is where Nelson was born, but there is also Burnham Staithe and another couple of villages I think.

Burnham Essex is likely, but it was quite common for enumerators to make guesses about where a place actually was. For example, if someone born in Southend-on-Sea was enumerated in what is now south east London it is possible that on hearing the name 'Southend' the enumerator would assume it was the village that is now part of Catford. Hey presto, another genealogist confused a century later!
