I can't help with the first part of your question except to say that it
sounds like a building rather than a street.
The answer to the second part might be due to Administrative boundary
changes
Islington & St Pancras are next door to each other just northwest of the
City of London and until the creation of the london County Council in 1889
they were in Middlesex
Vauxhall and Wandsworth are south of the river (and were in Surrey until
1889) Vauxhall is actually in the borough of Lambeth but in the bit that
borders Wandsworth
