Harwich Town Hall retain their own archives although I am not sure how 'modern' they are. There is a book listing the 'Muniments of Harwich' which is available at Essex Record Office or perhaps through the British Library IF you live in Britain.
I have often written enclosing a donation and had much help from them in the past.
Their archivist is Mr R Plummer, Harwich Town Council, Guildhall, Church St, Harwich, Essex CO12 3DS
If you wish to visit you must must make an appointment, they have one tiny room. However Harwich is worth the visit alone, fantastic place even on a winter's galeforce day.

Hi Patricia,
Seems we're plodding a similar lonely billow. I too am researching
seafarers from Harwich - DEANE, PALMER, SPRATLIN(G) or SPRACKLIN,
HEARN, KIRK, should you come across any of these I'd be delighted.
I have a list of men nominated to the Preventive Boat Service 1816 -1819
Among these is -
Joseph CLARK born Harwich, appointed March 1817
Walter Sims born St Osyth, appointed March 1817
Should you wish to see full details of their nomination, including

Click on menu and then Coastguards (you can also double check I've not
missed any of your names.) The list is in date appointed order as per
the original document.
