Geoffrey,
There is a brief entry for your man in "Essex Whoandwhere 1909" as follows:
"Whitmore, Frank.
County Architect, Essex County Council; Alderman Chelmsford; Mayor of
Chelmsford, 1892-3; formerly Secretary Essex Agricultural Society. Address:
73 Duke Street, Chelmsford."

With that information it should be easy enough to trace his Local Government
history in the Kelly's Directories of Essex. I have them for the relevant
period, so contact me off-list if you would like me to do this for you.
