The 1841 is NOT indexed.
The 1851 is, in registration districts. There is no such person as
"Henry TARBOX" in the Chelmsford registration district in 1851.
This is a most unusual surname!
I would suggest that before you go searching census returns, you need to
obtain the marriage certificate for the marriage, and find out where it
took place. Just because Ann was born in Chelmsford does not mean that
she subsequently lived there. Do you have a baptism record for Ann
FRENCH in Chelmsford? If so, are there any other siblings? What was the
mother's name?
Be aware that the birthplace "Chelmsford" was frequently given by people
who may have been born in Springfield, Writtle, Baddow, etc - any of the
villages around the town.
I couldn't find any Ann TARBOX in 1881, but I did come across the
following:
