It is simply a collection of information - mostly births/christenings,
marriages and parent/child links - which researchers have turned up and sent
in to Salt Lake City. It has nothing to do with the *Civil* BMD records

Is the IGI still being added to? ie. could it be that they have not
yet added those records I searched for?

Entirely possible. The IGI is updated every three or four years, and afaik
the latest "Addendum" conatins material submitted up to late 1998
