I have had this type of problem before, often people did not know where
they were born, but where they were brought up. I would start by looking
at the nearest parish, which is Chipping Ongar, to see if William can be
found there. If that fails then you could look further afield. I assume
that you have looked a few years after 1889 in case he was baptised late,
possibly with a younger sibling. And look earlier in case he lied about
his age or the census was wrong.
Look for their marriage or Banns in Goldhanger and the two Ongar parishes,
if you can find that then his parish of birth may well be shown.
