Like you, I had not heard of S & N and e-mailed the List with a similar query. This reply from Elizabeth gave the answer.

Subject: [EoLFHS] 1891 Census + ANN RATLEY - A STRAY
Hello List
Can you please let me know what areas the 1891 census covers plus who are S
& N? I am sorry but I must have missed the e-mails on this subject. I am
particularly interested in Bethnal Green, Whitechapel and Hackney.
Many thanks.
Carol Moore
P.S. I found the following 'stray' when checking the Stratford St Mary,
Suffolk parish records:
ANN RATLEY of West Hackney, London buried 20 August 1882 aged 43.
