Just a thought. Following my own failure to find a death certificate for
one of 3 persons who drowned at sea, I asked the registrar for her
thoughts. It seems that if a body is not found/recovered then a death
certificate will not be issued. I believe this also applies to people who
'go missing' e.g. Lord Lucan. After 7 years absence the family can apply
for a death certificate.
I wonder if it is possible that Thomas CLARKE died but there was no body,
or that he just decided to disappear. Perhaps looking at local newspapers
of the time would help resolve the mystery.
