Civil Registration was not introduced until July 1837, so before that
baptisms, marriages and burials entered into Parish Registers are all that
will be available to you. If you know the place, date and names you can
apply to the Devon Record Office for a photocopy of the register entry. The
DRO website is at: http://www.devon.gov.uk/record_office.htm where you will
find an enquiry form.
Might I also suggest that you read http://www.genuki.org.uk/gs/Newbie.html
which will give you general guidelines on researching and where to locate
records. This webpage is slanted towards Yorkshire, but the principles are
the same for all of England.

Happy New Year everyone. How does one obtain M/B/D Certificates prior to
1837?
Best wishes
