The first national census to list individual names was in 1841. 1831 won't
help you.

The easiest look up would be in for 1851, as that year has been transcribed
and indexed by the Cumbria FHS ... but quite possibly you have already done
that?

I'm not aware of anyone transcribing the 1841 or 1861 Census for Whitehaven
(has anyone? is anyone?), but you could get the film of the original entries
at your nearest LDS FHC and look through yourself. Without knowing an
address, that can be quite an onerous task.
