I don't think an L21 modal exists. But there are L21 haplotypes. We have
an ongoing Leinster modal project in which some of the major surname matches
are Cavanagh, Kinsella and O'Byrnes, chieftains of the Lagin in Leinster. So
far three members of this cluster have tested L21+. You can find the
haplotypes by going to the 464x ccgg project at FTDNA. Here's a modal if you want
to use that instead (B9NW4). The R1b1c7 modal is M5UKQ.
According to mythology, the Lagin did not originate in Ireland but in SW
England (Devonshire and Cornwall) or perhaps in Armorica or Little Brittany in
Gaul.
I don't have much of a database on L21 yet. Lots of L21s were reported on
the GEN-DNA list but I don't know if anyone kept track or if the list is
available somewhere. The 23andMe results file contains the following surnames for
L21:

McMillan
Price
Reynolds
Maver
Powell
Kenyon
Whalen
Duralt
Bullock
Wilson (R1b1c7)
McGinley (R1b1c7)
