There was a burst of enthusiasm about a year ago for a rare condition at DYS
464 where certain people tested ccgg at DYS 464 instead of the usual
chemical pattern (I forget which it was right now). John McEwen listed the group on
his R1b web site and theorized that this condition could be a pseudo SNP.
Since then others have said the condition was "too volatile" to use for
ancestry purposes. But so far almost everyone (I think one exception occurs among
the O'Byrnes of Leinster) has tested positive for ccgg when their STRs match
the Leinster modal. That includes several McCloughans, a McLaughlin,
numerous Beattys and O'Byrnes plus a few other surnames on John's list. I'm aware of
a couple obvious exception to this - several other samples also test ccgg
but don't match the Leinster modal. iF you search the GEN-DNA archives for
ccgg you'll find a few messages on the subject.

Paul Burns could probably give a better explanation than this.
