I don't see any references to Mulligans in O Clery (at least in Westmeath).
There is a section on the Fiachrach m. Neill, which includes pedigrees for
H. Mail Mhuaidh (Molloy), Mheg Eochacan (MacGeoghegan) and .H. Uigind (Higgins
).
The only thing even close is a sept said to descend from Floinn da conghal
in Offaly.

This pedigree was identified as "O Mulligan [of Offaly] ยง1782 by Payton in
his index of the O Clery genealogies in the irish Genealogist. I have no idea
what he based this on.
