The ftdna Wales - West surname project has 3 matches to R1b1c7. 2 Evans, though there is 1 already in ysearch R1b1c7. Also Roger John born about 1783 Llanrhidian, Gower, Wales. Much of the Wales R1b1c7 may be from the 26 tribes descended from Meirchion Gul [per the pedigrees], believed to be son of Fergus Mor mac Erc of Dalriada. See Kevin Campbell's JOGG article and Syke's Blood of the Isles (or the American version) for some support to my proposed identification of the Dalriadic Scot royal line as R1b1c7.
A close match to Evans and to R1b1c7 is 96E58 Ploc. I immediately suspected this name may be from the common Breton place name prefix plou- or plo-. I would not be surprised if the name originated in Brittany in the town of Ploeuc-sur-Lie.
