Gene,
Just remember that Indo-European refers to a language group, not a people.
"Elite Dominance" is where a small group of people impose their language
and/or customs on a larger group - e.g Spaniards in South America, Magyars
in Hungary or Turks in Anatolia.
This phenomenon probably occurred with the Indo-Europeans too, as R1b is all
along the Atlantic seaboard, with nighest concentrations among the Basque,
Welsh and Western Irish - so the Basque language and customs or similar
probably preceded the Indo-European over much of Western Europe.
