They can be challenged as they have a legal duty to supply
certificates. If they refuse and insist that what they have is what
the GRO has, then you can go to the GRO who will contact the register
office in question and remind them of their public duty.

The two worst offenders are both in London though.

Legally no register office can charge more than 7GBP for a certificate.
