The parish vestry had a lot of powers before 1834 - they raised a poor rate
locally, but I suppose it made sense to have a system where you could
offload some of the expense of caring for the children of paupers,
illegitimate children, and orphans, by farming them out to the local
landowners. Since it was the landowners paying the poor rate anyway, and
they often were the vestry members, perhaps they didn't mind too much - they
at least got some work from the kids for their expenditure. I'm not an
expert on this, and I think it varied from parish to parish, so I don't know
if there was a set property qualification, but it does seem to have been a
widespread practice, and seems to work on the 'the more/ larger property you
have, the more apprentices you take,' principal.
