To my knowledge there are no Devon newspapers available online. However, the
British Library is in the process of digitising a large collection of
nineteenth-century newspapers:

The scheduled launch is in the autumn of 2007. Newspapers of West Country
interest which are believed to be included in the project include:
Bristol Mercury Regional Daily 1819-1900
Trewman's Exeter Flying Post Regional Weekly 1807-1900
Western Mail Regional Daily 1869-1900
The North Devon Record Office have a card index of surnames in the North
Devon Journal from 1850 to about 1890 and will provide print-outs for a fee.
There are a number of other newspapers and newspaper indexes online.
Although not focused on Devon you might possibly find some Devon names included:
