You may not find the number you're looking for because not everyone is
listed in the phone books, some are ex directory and there's no way of
obtaining the number then.

I've given up with online phone books because they are often out of
date by a long way. A cousin of mine is still being listed at an
address she hasn't lived at for the better part of 10 years!!

You could try infobel for the UK. I don't have a URL but Googling will
find it.
