One good source of information about landowners and tenants in the
period around 1840 is the Tithe Map and Apportionment for each parish.
The surveys began after an Act of 1836, and I think the results were
mostly deposited in the early 1840s. There are copies in the Devon
Record Office and in the national Public Record Office.

Owners, tenants, and areas are in separate columns in the
apportionment, and each item is numbered to correspond with a number
on the map.
Access to the DRO copy may be a problem at the moment!
Later, there may be Valuation Lists in existence (I have copies of a
few for Ipplepen, 1898, 1909, and a later one inadequately dated
191_!)
