Subject: "Stray" name on War Memorial

I have transcribed the names on the War Memorial in Newton, Abbot,
Devon, UK (URL: http://www.geocities.com/kaamaka )

On the first panel of World War 1 deaths is the name BALLS E. L/C 1st.
N.Z. WELL. RIFLES. However there is no entry for him on the CWGC site
and I am intrigued about his inclusion. I suppose it is possible he died
in this area, having been evacuated as war wounded, but there was no
hospital here that would have accommodated him, at least to my knowledge
there isn't. Does anyone have any thoughts?
