I think the exact date a census taken is theoretical only. Having done the
job of a census enumerator as recently as the 1980's, I can tell you that
after all the rules given out of exactly when people are to fill out their
forms, it isn't obeyed! People also add in persons who were elsewhere, and
the enumerator has to go through the form with them and ascertain that
everyone they listed was actually in the house at the time, and cross out
the excess or add in extra. Even then one can't guarantee it 100%. Even
being allocated a small area, and having delivered the forms earliers, it
takes a number of days to collect them from every house, so I am sure that
back then it could not all be done on one day.
