Many thanks to all those who offered help on this. It seems I have a
definate answer which might help others:

I think this must mean, "Winifred COLLIER, late MATTHEWS, formerly HILLS".
This was the standard way of showing on birth certificates both the
previous married name (following the word "late") and the maiden name
(following the word "formerly") of a married woman.
