I had a look at the IGI (http://www.familysearch.org , follow 'Search for
ancestors' then 'international genealogical index', then fill in the form as
directed) for William Howell, and found him baptised in late 1802 in Kenton,
son of Robert Booker Howell and Ann. The IGI is always a good first stop
for British baptisms and marriages (there are no birth records before 1837),
but it is notoriously riddled with mistakes, and only about 60% of Devon is
covered. However, since the baptism I found fits so well with what you
know, it is probably correct! To search for siblings of William, you can
leave the first and last name fields blank and just fill in the parents
names instead, exactly as they are written in William's baptism entry.
To check all this in the original record, you should be able to order in a
microfilm copy of the Kenton baptism register to your local family history
centre. On the same site, go to 'catalog' and search on Kenton to find the
reference number, then to 'family history centers' to find your nearest one.
