A "Whipper in" is a hunting term.
This person has a whip and helps to control hounds during hunting. There
would be several on a hunt. The term was certainly used in both hunting for
hares with beagles and also otter hunting in Devon approx. 1970, both of
these activities are / were carried out on foot rather than on horseback. I
expect it applies also to fox hunting but do not know.
